Here’s the story of how we tackled the process together, including the hiccups, solutions, and what you need to know if you’re planning your own international wedding.

The task? Securing a fully authenticated Single Status Certificate that met the requirements of both U.S. and Zambian authorities.

This blog will walk you through the three-step process we undertook, highlighting the timeframes, challenges, and solutions involved.

Step-by-Step Guide: Preparing Your Wedding Paperwork

Before we dive in, note that you’ll need to retrieve your documents from your specific state of residence and authenticate them according to the requirements of your destination country. Additionally, it’s important to understand the variations in how Single Status Certificates are issued:

  • State-Issued Certificates: Some states issue certified Single Status Certificates directly.
  • County-Issued Certificates: In some states, these are available through the local county office and may need further authentication.
  • Notarized Affidavits: For states that do not provide a Single Status Certificate, you may need to draft a notarized statement declaring your single status.

 

If you’re already abroad, this process can often be completed via Remote Online Notarization (RON), allowing you to notarize your affidavit digitally and expedite the authentication process.

Step 1: Obtaining State Certification in Virginia

The process began with retrieving a certified copy of the client’s Single Status Certificate from the client home state of Virginia. This document, issued by the state, confirms that the individual is legally single and eligible to marry.

Once the certified copy was secured, it was submitted to the Virginia Secretary of State for authentication. This step is essential to verify the document’s origin and ensure it can be used in federal and international processes.

  • Processing Time: Approximately two weeks.
  • Tip: Each state has its own procedures and timelines for certification.

Step 2: Apostille at the Virginia Secretary of State

After obtaining the required documents, the next step was processing the apostille through the Virginia Secretary of State. This certification ensures the documents are legally recognised for use abroad and complies with international requirements.

During this step, careful preparation is crucial to avoid delays, including completing all forms accurately and submitting the correct fees.

Processing Time:

  • Standard service takes approximately 7-10 business days.
  • Expedited service can significantly reduce the processing time, ideal for those with tight deadlines.

Step 3: Authentication at the U.S. Department of State

After state certification, the document moved to the federal level. Authentication by the U.S. Department of State ensures the document is legally recognized for use abroad.

During this time, the Department of State’s walk-in services remained unavailable, so the authentication had to be handled via mail. This added an additional layer of complexity and time to the process.

  • Processing Time: Approximately 4 weeks.
    •  Note: Mail-in services require preparation to avoid delays, including complete forms and correct fee submission.
  • Expedited Walk-In Service: The walk-in service allows you to submit your documents in person at the Department of State’s Washington, D.C. office. This option is a huge time-saver for those facing tight deadlines, reducing the processing time to approximately 12 business days—much quicker than the mail-in alternative.

Step 3: Final Authentication at the Zambian Embassy

The last step was submitting the fully authenticated document to the Zambian Embassy in Washington, D.C. for legalization. Embassies typically add their final stamp or seal, verifying that the document meets all requirements for use in their country.

Each embassy has unique procedures and timelines, so this step is often unpredictable. However, we completed this final stage efficiently with careful preparation and follow-up.

Total Timeframe and Challenges

The entire process took about seven weeks from start to finish:

  • State Certification (Virginia): 2 weeks
  • U.S. Department of State Authentication: 4 weeks (2 week expedite service available) 
  • Zambian Embassy Authentication: 1 week
 

The biggest challenge was navigating the federal authentication process amid limited access to walk-in services. Our experience with similar cases allowed us to manage expectations and ensure every requirement was met.
